Correct, but .. this needs to be done very carefully to not harm efforts aiming at resurrecting/reintroducing packages, be it in Fedora, as part of 3rd party repos or locally.

Obsoletes: package

but something along the lines of
Obsoletes: package <= NEVR(last version in fedora)
