This is something that needs to be changed after install anyway, it should be a setting that is available via network manager or similar as it depends on the actual interface use. I also experienced my smartphone tethered connection being clogged with PkgKit trying to do updates, luckily for me T-Mobile has unlimited data even on roaming ... or the bill could have been astronomical.
