If you're on an "unmetered" connection type...

This needs to go to the GNOME upstream designers as a proposal, rather
than to a downstream list. We're actually working on supporting a mode
like this for Endless (i.e. we download the metadata, but not the
packages themselves) but I'm not sure we've talked about any UI to
configure it.
