Is this really relevant? For how many updates a year would it make a difference? I get that participating in embargoes is important to some people, but in the grand scheme of things, they just complicate things tremendously.

Doing community QA on embargoed packages is rather difficult, and QA is usually what takes the most time, not getting the update package updated or built.

The other avoidable delay is getting the updated repository to users, and having pre-packaged and pre-built updates won't help there, either.
