The "on the fly" repositories could be defined like any other, using
repo files. They could be signed by the same keys updates/updates-
testing repos use. Not sure why master mirrors would be required.
Wouldn't regular mirrors work, minus the repomd.xml checksum?

Multilib would be a problem, if this is something that only bodhi can
do.

I guess if that's not doable, then having a jump-the-queue bodhi
mashing of urgent repos would be the only option.
