In Firefox, the about:config setting: layout.css.devPixelsPerPx can be set to an arbitrary non-integer scalefactor, such as 1.25 or 1.5. Unfortunately, GTK applications are limited to scalefactors of 1 or 2 so you're stuck with Large Text, gnome-tweak-tool's font scaling factor, or setting font sizes directly in gnome-tweak-tool.
