Separating fonts in application-agnostic packages is indeed the best solution for users, and the one Fedora packaging guidelines promote. So, feel free to package a couple of those properly. That will be sufficient to ask TeXLive (and others) maintainers to stop shipping duplicates.

In the meantime it's quite hard to force people to stop shipping the files they work with even if those files are an unholy mess.
