Among some minor changes, starting with 7.1, the "mcrypt" extension is
deprecated.

So latest version to fix packages which still use/require this dead cow.
Will be removed in 7.2 (probably in F28)

P.S.2: mcrypt will be moved to pecl, so it will be possible to create a
php-pecl-mcrypt package, BTW, still far better to kill it.
