I forgot to put the '!' in the %if condition, which didn't help.

Be sure to properly version the obsoletes - something like

Obsoletes: binutils-sh64-linux-gnu < VERSION-RELEASE

Where VERSION-RELEASE is the version-release where you dropped the package.
