First a working example: http://pkgs.fedoraproject.org/cgit/rpms/python-beanbag.git/tree/python-beanbag.spec Basically no %files section without "-n <subpackage>". That means no "main rpm" will get created. And explanation: It's not about allowing something - if you are not packaging something you installed in the buildroot then rpmbuild will yell.
