So there's tmux, screen, curl, wget, and probably quite a few others that don't necessarily get daemonized that are probably affected. It may be that most problems are processes instantiated by the DE running in the user session; and if that's true then maybe the DE needs to be more aggressive with cleanup rather than depending on systemd?
