The point was to open the discussion about this, since this shows that how the NVR works is not obvious and may be we should have some better tooling? I can imagine something a bit smarter then rpmdev-bumpspec (probably part of fedpkg), where you would enter new version and it would update the spec correctly or it would fail with error in case version was lower then it was previously.
