show changelogs script

I made small bash script to show the changelogs of potential updates.  
There used to be yum plugin that did this but I didn't really see 
anything.

warning, the script is a quick hack, it just reaches into the dnf cache 
after a download only run, must run as root cause i'm lazy, and the 
changelog diffs will probably be off for packages like the kernel with 
multiple installs. ymmv.
