That's quite the opposite, you can orphan a package on any branch, because the git repo remains open, people can still step in and fix eventual issues, it's just that there is no-one actively maintaining the package. Retiring can only be done in rawhide, branch (pre-alpha) and EPEL branches. So if you want to stop maintaining a packager, orphaning it is definitely the thing to do. Once it has been orphaned for a little while, it will be retired from rawhide (iirc, at the time we branch) and slowly it will be retired on all activate branches of Fedora. We're all volunteers, time comes and goes. It is totally fine to say: I can no longer make the time to maintain foo/bar, do X, Y, and orphaning packages is also fine.
