I suppose it does not matter. I never done the query in this direction "Let look what is blocking FE-DEADREVIEW...". I
rather used opposite direction: either "Lookup some bz, hmmm it is blocking FE-DEADREVIEW..." or "Give me some list of
Package Reviews sans those blocking FE-DEADREVIEW". In this case I really does not care how much bugs are under
FE-DEADREVIEW.
