upgrade path

why in the world can the "offical" upgrade tools not handle things which are with "yum --releasever=XX distro-sync" or now "dnf --releasever=XX distro-sync" are a nobrainer for many years just because such packages are get *downgraded* implicitly and so the "release"-tag don't matter at all?
