aubio license change: GPLv2+ → GPLv3+

Hi there,

the license of the aubio package has changed from GPLv2+ to GPLv3+ in
versions 0.4.0 and later. This only affects Rawhide/F-24 and later as
the changes in aubio-0.4.x are quite extensive and require a package to
be built against the new version. Not many packages require aubio --
ardour2, ardour4, denemo -- and all of them have compatible licenses
(GPLv2+, GPLv3+).
