Does apt do all of those things every time it starts up?  It certainly
feels a lot faster, more than I would expect from just the language
difference.

I wanted to look at the apt-rpm sources, so I googled for "apt rpm cvs"
and came up with
https://oops.kerneljanitors.org/repos/apt-rpm
but I get an error message there.
