It's a network feature, it needs to be integrated in NetworkManager for
WorkStation to be able to configure it, and get status from it

not all workstations are using NetworkManager and/or GNOME

"Workstation" as in "Fedora Workstation", which uses both by default

but Fedora is still an operating system and not just a runtime for GNOME
