The package manager only deals with the bits part if the developer has
fixed this. The will to fix in developers when things are not their
'expertise' is very low as can be seen from the original gzip problem
to our own recent jquery fix. I will be happy to be proven wrong on
this someday but my money is on container logic not somehow making
developers more emboldened to fix the little stuff.
