  What you probably see is network connectivity check, done by NetworkManager
and governed by config in NetworkManager-config-connectivity-fedora RPM package.
  It tries to open https://fedoraproject.org/static/hotspot.txt URL. If it gets
”OK”, NM assumes you have network connectivity and no captive portal along the
way.
