No, major changes are suppose to be "feature complete" by alpha and in
a testable state, all the major issues and bugs are suppose to be done
by beta freeze and between beta and "frozen for release" is suppose to
be minor blocking issues and polish. If you're still writing code for
core functionality by alpha freeze you are doing it wrong!!

Which also means that there is no reason to wait another release if
dnf isn't ready, after all by that it tells me it's had over two years
to get to this point.
