packages written in C, since they don't need C++ to build. Only 14.8 %
of packages, which happens to be written in C++, would not benefit from
this change.

Instead of dropping make, gcc, and gcc-c++ from the minimal build root, would it make sense just to drop gcc-c++? That would only affect a small minority of packages, while eliminating some amount of additional packages in the buildroot.
