  Well, it can be used it to export to other machines. It'll require you to
login as non-root user first.

  Right. But how would you inject a key for that? 

If you must have only 'root' account in your set-up, remote root access
could be enabled by default. Feature page lists

  ...
  "Omission of such user account should prompt user if they wish to
    enable remote 'root' login, and set the parameter appropriately."
