As a consumer of Intel CPUs, it seems like you have the tick-rock reversed.
An Intel tock (microarchitecture change) is associated with new features and major performance improvements.
Those are analogous to new Fedora features.
An Intel tick (manufacturing process improvement) is primarily a "behind the scenes" change that also yields a moderate performance improvement.
As a user of Fedora, tools and process improvements seem "behind the scenes."
