to rsync something you need both files

no we (users) don't want the installed rpms stored forever as package to support this nor do we want anything else than RPM for package management/integrity, otherwise we (the users) could have chosen Debian

so please don't suggest technical background changes
if it ain't broken don't fix it
the switch exists and is useful

on a 56kbit modem you don't want to download the full RPMs and on a 150Mbit line the download will always be faster than rebuild the RPM
