The way the nodocs stuff is done in anaconda is by changing the rpm macros directly where yum uses the slightly saner API there of setting the rpm.RPMTRANS_FLAG_NODOCS transaction flag. And yum looks just for that transaction flag when it sets/gets the yumdb tsflag_nodocs.
