The retirement process mandates that if a package has been retired
from Fedora, it needs a re-review before it can be included again. It
has an exception to bypass this if it's still supported in another
branch, but my interpretation would be that this means another
*Fedora* branch and that EPEL wouldn't qualify.

So I'd say you should go through the review (and as a side-effect, a
reviewer may discover things you can use to clean up the EPEL package
as well)
