java-1.8.0-openjdk is available in F19 (updates-testing), F20 (updates-testing) and in rawhide.

It doesn't provide 'java-devel' (which is what yum uses to find JDKs), so Koji shouldn't use java-1.8.0-openjdk as a dependency. But you can use java-1.8.0-openjdk-devel directly for local or scratch builds.
