It is optimizing for answering the most important question first, which
is: Can I tag this build / push this to the thousands of developers and
testers which be blocked from testing the less-frequently used parts of
the system if their system doesn't boot anymore after the upgrade.

Are you saying that the boot path should have tests, and the less-frequently used parts of the system should be verified by seeing whether any human users notice breakage?  I don't think "if it boots, ship it" is an acceptable quality target.
