Literally a minute after sending this I saw Michael's post and found out ( rpm -E %__docdir_path ) that gtk-doc and javadoc are hardcoded into __docdir_path, so forget what I said above, unless you are bothered by it and/or the original reason for the exceptions doesn't exist.
