Many packager sponsors consider that a problem. I'm not the spokesperson of all packager sponsors, though. ;) It is not mandatory to hang out on IRC in hope of getting to know packager sponsors. Not all packager sponsors hang out on IRC either. So, what may work for some people may be seen as a hindrance by other new packagers. Following the various options in the HOWTO and searching the Fedora Account System (FAS) for packager sponsors has worked before, but requires a minimum amount of activity prior to contacting a packager sponsor privately. I highly recommend people in the NEEDSPONSOR queue to attempt at reviewing other packages in the NEW queue and to show at least some motivation. Especially if the self-submitted package is not free of packaging mistakes. Use the help of tools, such as "fedora-review". Mention whether you've looked at mock and koji already.
