Sure, that's why an application container would allow for application specific repositories (a.k.a. stores) where apps can reviewed as apps instead of system-wide swappable components. Then you can have a policy that is more suitable to apps with a different cadence than the system-wide (rpm/deb/...) repository, in fact you may not need a cadence at all.
