It's an ugly work-around. "noarch <=> no particular arch <=> any arch".
Hence not publishing a noarch package for some arch is questionable.
Unlike ordinary build archs, ExcludeArch for a noarch package doesn't
prevent the package from getting built. And it could be installed on
any arch, too. The ExcludeArch tag is found only in the src.rpm. It's
the repo compose tools that must examine the src.rpm and evalute the
tag when distributing noarch builds to repos.
