"noarch <=> no particular arch <=> any arch". Hence not publishing a noarch package for some arch is questionable. Unlike ordinary build archs, ExcludeArch for a noarch package doesn't prevent the package from getting built. And it could be installed on any arch, too. The ExcludeArch tag is found only in the src.rpm.
