I can restore the empty package for you.

That wouldn't really make sense. They package makes sure the joystick drivers are available (hence the dependency) and that they get loaded at boot. (Which is convenient, especially on the games spin.) Since arm doesn't have those, it doesn't make sense for the joystick-support package to exist there either. But I thought there were issues with doing exclude arch for a noarch package.
