The fix is in debugedit.  This means that use of dwz in non-rpm builds still
has the non-unique build-id problem.

dwz could hash for the .dwz file build-id also build-ids of all the files
referencing the .dwz file.  debugedit would then do the same.
build-ids of the .debug files will be unique thanks to /usr/src/debug/NVRA/ .
