Yes, they have been correct, but they are aging.

For fipscheck, the Obsoletes don't work anymore for packages
in Fedora 16 and onwards, starting with a build from Fedora 15:

      fipscheck-0:1.3.0-2.fc15.i686  isn't obsoleted
      fipscheck < 0:1.2.0-1  obsoleted by  fipscheck-lib-0:1.3.1-4.fc20.i686

Hence the 2nd list I've created is called "dubious".

For openssl, it's Fedora 18 and onwards, so the Obsoletes still cover
something in F17 and F16.
