You misunderstand how fedup works.

It gathers up the packages you will need to do the upgrade, then
reboots into a very minimal env and uses yum to do the upgrade.

Calling it super-abusive is a bit much. What it does is simply the equivalent of using rpm to install/upgrade/erase packages instead of yum.
