troubleshooting dnf slow connections

With dnf.noarch 0.3.8-2.git85524ae.fc19 I regularly get poor server connections for some reason, and it doesn't seem to have a reasonable way of giving up and falling back to another server.

22/122): espeak-1.47.11-2.fc19.x86_64.rpm           (25%)  4% [==               ]   39 B/s |  56 kB  07:44:02 ETA 


This one's been sitting there for 30 minutes or so, varying from 16 minutes to 300 hours. If I cancel it myself and restart, that particular file no longer has a problem on next attempt, but another file ends up being affected. Known problem? File a bug? And if file a bug, what additional info is needed?
