Yes, it is ... but if you suggest that is should be used, it should
probably obsolete ruby-mysql and that should be coordinated with
rubygem-mysql2 maintainer. I am not aware of such suggestion.
It is a different api I believe, so it really can't obsolete/provide
ruby-mysql.
If someone really wants to resurrect this, I would suggest using this:

BTW if you really like to retire ruby-mysql, you should do it properly
at least, click on "retire package" in pkgdb is not enough. You should
do step 2 from
