I do sometimes wonder if we should have an auto-push for updates that sit in testing for *months*. It's not a dumping ground; if you explicitly don't want an update to go stable for some reason you should probably un-push it until it's ready...
By this point it seems to be the case that, realistically, we are never going to reach the auto-push threshold on some updates. And most updates get submitted with the default +3 auto-push, even though it's perhaps not appropriate for all updates.
