Because it's not a service in the traditional sense at all. To
move it to systemd requires one of:

- adding a minimum wrapper that just execs the same pile of shell, which
  gains you conversion for conversion's sake
- building a generator that creates ifup@<config>.service entries which
  are then pulled into a network.target or similar... which then means
  that you get a *vastly* different service profile for the network
  script than when using NM, and is a large new paradigm for a service
  that's not the default.
