The policy for the FPC to decide, let me just add some data:
$ repoquery --whatrequires systemd-sysv --qf '%{name}' |sort -u|wc -l
186
including packages like avahi.

Just for reference we are speaking of this [1] in relevant spec files and that section at least can be entirely removed for components that got migrated <F17
( since the those legacy sysv scripst should be EOL by now)
