Would it be difficult to have some part of the build process check to see if there's dates older than 2-3 years and report it somewhere? Preferably somewhere where it will get noticed, but not be obtrusive.

Not sure if the age of entry is the only metrics which should be used. What if there was no change in last 3 years? Then we will have just one changelog entry? Just thinking loud ...
