Unconditional BuildRequires in a spec file become the src.rpm's Requires.
If the packaging guidelines are followed, you can query for packages
depending on -static packages at build-time, e.g.

# repoquery --archlist=src --whatrequires file-static --enablerepo='fedora-source'
# repoquery --archlist=src --whatrequires file-devel --enablerepo='fedora-source'|wc -l
21
