I agree that it doesn't really need a feature page, but IMHO it should
be in the release notes (this is something that could break existing
programs).  It _shouldn't_ be an issue, but I don't think it is a good
idea to enable this on released versions.

If it is going to be changed for F19, the change should land ASAP so any
potential issues can be found during testing.
