Udev finds that out on its own, has done that in the past and still does that.

If this doesn't happen on his system, perhaps Sérgio could put a VM image that demonstrates this somewhere, so others can reproduce this issue and fix it?

Either it's a missing feature or genuine bug. There's a real use case here, after all (avoid an unnecessary reboot).
