My understanding is - it will. This is not GIE replacing firstboot but firstboot offereing communication channel between Anaconda, Firstboot and GIE. So as required modules exists for Anaconda/Firstboot, there's no problem for other non-Gnome DE's. But GIE could opt-out from using Anaconda/Firstboot for example for user creation and offer own dialog.
