you wouldnt have permissions to untag it manually. but yes thats whats
needed. its likely due to a bug in bodhi with updates not being
obsoleted right, or not being unpushed then being deleted.

I have seen a problem like this if you submit 2 updates too close together then the second may not obsolete the first. The submitter does seem to be able to unpush problem updates though and they do seem to get obsoleted by subsequent updates.
