Don't let it go that far, instead immediately close the stalled review as a 
duplicate of YOUR review request, applying the appropriate stalled review 
policy against whomever is at fault (submitter or reviewer), or if in doubt, 
both.

Of course, this advice only makes sense where the review really IS stalled, 
please DO NOT close active reviews as duplicates of newer ones.
